There's a Hemmings article on it; it was built for the '55 Autorama caravan, but was only a roller, as the engine and trans lacked parts to make them work, and the steering was a Rube Goldberg affair.
That's often how it went with concept cars. It just needs to look good. Running and driving is just a luxury.
