Good questions. My guess is that they're either on their way to a college dorm or to boot camp, preceding a Vietnam tour and the one not drinking beer is doing the driving. But then again, why would they be packing that much gear, if they were drafted. So, maybe Vietnam wasn't where they were headed, after all. Given that nothing newer than 1965 is to be seen, a precise date can only be determined, through matching the posted gasoline price with the days and year of which these were relevant. Judging by the Thunderbird's rough-looking rusted-through rocker panel, these persons must have resided somewhere within a rust belt and are still not too old to be located above ground
The fellow on the right looks like he is holding a bowling ball bag. I have a vintage one that looks very similar to this.
