I think it does but also has a second panel that covers the rear bumper when open.....
When closed it blocks half the tail gate......

I'm not sure what you're describing. The access panel would be on the inside of the wagon. Take some pictures of the inside and out of tailgate and post them, this will help us with deciphering what needs to be done.....Longroofs Rule!

my 59 had a panel about 10" x 11" held in place with 4 screws. if you have any kind of interior. is there a crank handle or just a slot for a key for an electric window

It’s manual...... crank on out side..... window must roll down first for tailgate to open....
Panel on inside blocked by second half panel that covers the rear bumper when gate is open.....

    Not my wagon.....
But see small narrow panel over the rear bumper
That folds up when gate is closed therefore covering half the gate on inside....
Again this is not my wagon.... just a picture from the net ....

I would start by taking out all the screws you can access out of the vinyl clad panel. Looks like there's a separate one on top? pop that off and you might be able to see where to go from there....Longroofs Rule!

basically the same as my 59 unfortunately the car is at my buddies a few hundred miles away so I cant send a pic but you will have to lay in the back and
    unscrew that top piece
remove all the other screws from that panel on the tail gate. ,they are about every 6" on the bottom
under this piece you will find the access plate for the hardware and lock.
if you cant get the screws out you may need to trash that interior panel
under this interior panel there is a piece of Sheetmetal about the size of the tailgate and under that is where the access panel is. if you need to cut this big metal piece it is just a flat piece of sheet metal and easily replaced (mine had the bottom rotted off) just be careful not to cut the tailgate structure while cutting this panel

Sounds frustrating! Can't get the gate open or the pics loaded...do they need to be reduced? The pics not the gate...

good luck sounds like you have some folks trying to help you. Hang in there.
