Not necessarily. A buyer can start a negotiation as much as a seller can. Throw him a number. If it's too low, the negotiation starts. If he likes it, the car is yours.
Seller hopefully understands what an obscure model this is. Any reasonable offer should be considered, if seller seriously wants to sell.

He does not show any photos of the engine nor undercarriage. There is some rust along the lower rear edge of the trunk lid. For a car with 125,000 miles on it that lives in South Dakota, I'd want to see the underside of the car.
