    Could be an excellent project, if you're handy. I'd have some questions about it, though....
    - Why was the engine taken apart?
    - Why doesn't the tail gate have the wood grain Di-Noc and trim rails on it, like Country Squires are supposed to have?

    Looks like somebody installed a Country Sedan tail gate, instead:

    Might have been in a collision. Check for additional damage.

    Like why was it parked with the heads removed after 21,000 miles? I know the warrenty was only 12 months, 12,000 miles but if the engine went for some reason you think they would have installed a junk yard replacement for a couple of hundred dollars.

    Someone probably planned to do some work on the motor and like often happens other priorities supplanted the idea. As for the tailgate, it is a curious situation. It isn't outside the realm of possibility that it came with the tailgate like that. Stranger things have happened. Might have been the last car down the assembly line on a Friday afternoon.
