I would agree it's either an alarm sensor box, or a battery tender box. It could also be for newer headlights, but I doubt it.
Um, yeah, no. If rubber feels like loose skin, it's gone. The cylinders are rebuildable, but it's both money-and-time cheaper to put new ones on....
There is rust underhood (A/C compressor clutch), so since the air cleaner assembly looks so new, perhaps it was cleaned and repainted?
It would explain why a great many rust through, and why stripped roofs look downright ugly.
