https://bringatrailer.com/listing/1963-chevrolet-bel-air-4/ I don't like it being lowered, but looks in good shape.
It is a nice looking wagon, I agree about the ride height, as for raising it back to stock, it depends on how they lowered it, it looks to nice to have had the springs "heated" to weaken them. So it could just be replacing 4 springs, or they could have air bags installed, then you just have to adjust the suspension, or revert to springs, but they may have installed drop spindles also, then it is a bit more work to reinstall stock height spindles.
In 1963, the auto trans was the 2-speed Powerglide, and the original purchase invoice indicates this. . The 3-speed Turbo Hydramatic wasn't available until 1965. So which transmission does it actually have?
I'm sure it has the TH350 and he swapped it in place of the PG. The gear select indicator shown in the picture above is an aftermarket piece.
In that case, the wheel would sit almost as perpendicular to the road like it did from the factory. I'm not sure if this is a camera illusion. But, to me, the wheel looks that far canted inwards as if the springs were chopped
