There should be a fan belt on the A/C compressor. A/C doesn't work, you say? Well, for $7500, it $#%%^$ well should!

The tie-wraps holding the upper radiator hose together don't exactly thrill me, either. OK, fixing the A/C could easily cost $1000, but a new upper hose is $14.95. No excuse for not repairing that.

Yes I believe it should also have a plastic air duct from the air cleaner to the rad support. Funny how people remove factory air intake parts designed to feed cool air into the motor instead of hot air from the engine bay. Usually in the hope of more hp which ends up the reverse.

That's the least of its problems as that kind of thing often deteriorates over time, and the lack of it doesn't affect reliability. A tie-wrapped radiator hose is considerably more serious.

I think the tie wraps on the rad hose are to hold that piece of rubber to protect the hose from abrasion. I've seen other Oldsmobiles with a similar feature on the upper rad hose.

There was a plastic strap that held a molded hose to the radiator on these cars, this car appears to have neither. That hose is the generic parts store one and it "fits" 20 different cars... poorly. Without those zip ties or the proper strap the hose is going to get eaten by the fan.

While it appears nice on the surface, I see a lot of rust under the trim and the underhood compartment surface rust screams "issues" that for the money shouldn't be there...
