SCAM! This same car is listed on eBay with BIN $23.5k in Ohio.
If it seems too good to be true - it is.

What are these scammers hoping to accomplish! Is it just a ploy to collect e-mail addresses to sell?

This might be one of those scams that I've encountered on Kijiji/Auto Trader. A car is advertised at a price just low enough to be plausible but below market value. When contacted, the seller gives you a long story about having been transferred overseas, the car is at a shipper just waiting to be shipped to you if you send him a bank draft.

It's gotten so that I can recognize these scammers by the price listed. I reply to their ads just to see what variation of the scam they're going to reply with. Then I report the ad to Kijiji/Auto Trader.

But like the people who send money to the Nigerian Prince to help him unlock his millions temporarily held in Switzerland, I suppose there are people who fall for it.
