It certainly does. It does appear to be low-optioned (no power windows nor locks), but I think it has air-conditioning. But it's the fact that it's a convertible that drives the price, and I think he could easily ask $10K for this car and get close to that. Would like to see some photos of the underside, but if what we can see in the photos he does provide is any indication, I would expect that area to be in good shape, too. The Old Cars Price Guide lists the value of a '73 Caprice Classic convertible in #3 condition ("car show" but not showroom), which is the condition I would describe this car in based on those photos, at about $11,000, and I would agree. It would seem that he is certainly pricing it to sell.
I'm not convinced. I see these B-body cars all the time between $5k & $15k on eBay and you can practically choose your color and options on them. The convertible is definitely a selling point, but being a '73 and having no options but AC, I'd think you can do better for the price. The '71-75 big car convertibles are some of the more common "nice" cars readily available on the market any time you want to look for one.
