You get these knuckleheads that put their vehicles on CL in places FAR from where the car actually is. Drives me nuts.
Also take the pictures in a consistant lighting condition, I can't tell if the paint is that bad, or if it is just the sun/shade lighting that makes it appear to be that bad.

He must be in the Service, when I was in the Navy it was very common for me to have Plates from 1 State (often expired), Drivers License from a 3nd, and Insurance from a 3rd state. most Cops would cut me some slack about it if they pulled me over. Likely a quick and dirty 134A conversion that apparently leaks so they also probably used some leak sealer when they charged it which means you have that crap to contend with now.
