    Yup, an export car. My old '67 Belvedere I wagon I bought in Belgium in 1990 had the same tags.

    I understand the export spec, but was it actaully built there? I know Chrysler was in bed with Simca back then.

    Nope. The "C"-body and "B"-body cars that were built for export, were built in the US. There were "A"-body cars built in Belgium and Switzerland in that time, and those have a different-style VIN than the US-built cars had.
