He should have spent the money he wasted on the rims and tires and had the old girl painted! When it comes to those rims and tires, I have but one comment: Weight Rating. A lot of those extremely low profile tires have 1 ply sidewalls to give something like a ride, and so have very low weight ratings. I would bet those tires are close to their max with the car empty and sitting still. With a driver and a couple of passengers, it is my bet that every time you turn, stop or accelerate you are over loading them.
I'd swear I just saw this exact wagon sell on e-bay this year and for a substantially lower price. I remember it because I think it was here in Florida back then and I almost drover over to see it. Maybe I'm just paranoid, but when I see a car like this sell and then come right back up for sale, it makes me think they found something they couldn't handle and decided to sell it. The lack of description also isn't what a typical 'flipper' would do. I have no evidence of any of that going on here and I can't find the old pictures. It looked like a very solid car from the pictures I saw. There were a few with it at a gas station... Anyone else remember this car?
