this is a really weird picture, since the cars on the right hand lane are obviously going in the wrong direction based on the exit sign. Also, whats with the cars on the right hand side of that picture? They also appear to be going in the wrong direction. I never could figure out traffic patterns in California... :yahoo:

It's a design solution - allows free-flowing traffic on a wide boulevard, while limiting access to the 'commercial' area on the sides. (Creates a real bottleneck for those that are on the 'commercial' side streets, though, when they try to get back on to the main boulevard. This was just something that was tried back in the early 50's when traffic planners saw they would need to widen streets significantly for expected trafic increases. There's still a bit of this area left in Newport Beach, but the entire north part of Newport Bl. has been replaced by a freeway, with access streets running parallel on boh sides.

Virginia and Maryland loved that arrangement for major roads. Any time a developer built along a main road, the builder would be required to install the "service road" alongside the main road. Maybe it worked well in days when traffic wasn't so conjested, but it makes intersections really dangerous to navigate. Usually where two main roads crossed, you would have a traffic light. But the "Service roads" would only have stop signs where they crossed a main road. So, if you were crossing a main road on a green light, it wouldn't be unusual for traffic on the adjoining service roads to try to cross in in front of you. It took decades but someone finally figured out it was a stupid idea. One area near me, Tysons Corner, in Mclean and Vienna, Virginia is currently undergoing major redevelopment that is eliminating the service roads and installing elevated tracks for the Metro subway at the same time.
