Yes the seller is being a little naive stating titling is universal. For example you can't title that car in California without the DMV or a Police officer seeing the car and title in person and verifying that they match each other. I'm sure other states are similar. Also why the private listing. Never felt comfortable buying from an eBay seller who does that.
